About this Certificate Program

The Texas administrator courses provide the initial 8 “clock” hours required to become an administrator or alternate administrator for a home care and community support service agency (HCSSA). The information contained in the course meets the continuing education requirements for the administrator and the alternate administrator. Texas Administrator and Alternate Administrator Training: Part 1 includes training in the administration of an agency and the qualifications required to become an administrator or alternate administrator for a home care and community support service agency (HCSSA). Included are the applicable state and federal laws, licensure in the HCSSA programs, and information for practical application of this foundational knowledge in an agency. Texas Administrator and Alternate Administrator Training: Part 2 includes strategies and illustrations for the implementation of the following required state and federal laws in the workplace:

  • The Texas Human Resource Code, Chapter 102, Rights of the Elderly
  • The Americans with Disabilities Act
  • The Civil Rights Act of 1991
  • The Rehabilitation Act of 1973
  • The Family and Medical Leave Act of 1993
  • The Occupational Safety and Health Administration requirements
  • Target Audience

    A first-time administrator or alternate administrator should complete this initial 8-hour training prior to assuming this position at any of the home care and community support service agencies (HCSSAs) in the state of Texas. Administrators and alternate administrators can use the course to assist in meeting the annual required continuing education.

  • The Minimum StandardsChapter 4

    In this chapter, the HCSSA Texas Administrative Code, Title 26, Part 1, Chapter 558 for HCSSAs, which is the foundation for the minimum standards for care and quality of life, will be discussed. Through a video demonstration, participants will learn to apply the emergency preparedness requirements.

    The final chapter will discuss the final step of effective people management: caring for yourself. The practical scenario in this chapter will show the conclusion of the one-on-one meeting that has been covered throughout the course – as well as illustrate the final step.
