Texas HCSSA Administrator and Alternate Administrator Training: Part 2 is the second of two courses designed to assist in meeting the 8-hour requirement for home and community support service agencies (HCSSAs) and personal assistance services (PAS) for the administrator and alternate administrator. This course includes applicable state and federal laws 26 TAC 558.259(c), which include the Texas Health and Safety Code (chapters 142 and 250) and the Texas Human Resources Code, Chapter 102: Rights of the Elderly in part 1 and the following laws in part 2:
  • The Americans with Disabilities Act The Civil Rights Act of 1991
  • The Rehabilitation Act of 1973
  • The Family and Medical Leave Act of 1993
  • The Occupational Safety and Health Administration requirements
Learning Objectives
  • Define the requirements of Texas Human Resources Code, Chapter 102: Rights of the Elderly, and list three examples of practical application in the workplace
  • Differentiate between the Civil Rights Act of 1991 and the Americans with Disabilities Act and its implementation
  • Define the obligations of an employer under the Rehabilitation Act of 1993 and the Family and Medical Leave Act of 1993
  • Explain the Occupational Safety and Health Administration and the Whistleblower Protection Act
  • Identify strategies for compliance with the Occupational Safety and Health Administration and Whistleblower Protection Act
A first-time administrator or alternate administrator should complete the initial 8-hour training prior to assuming this position at any of the home care and community support service agencies (HCSSAs) in the state of Texas.
